## "The Routes of Globalisation Have Become Chokepoints" — the PM's Chokepoint Thesis

Addressing the **Bloomberg New Economy Forum in New Delhi on October 13**, Prime Minister Narendra Modi argued that the infrastructure of globalisation has been converted into leverage:

- "The things that connected the world are now being weaponised. **The routes of globalisation have become chokepoints.**"
- He named the specific vectors: **supply chains, energy, critical minerals, payments and technology**, alongside the disruption from artificial intelligence and ageing populations.
- Pitching India as the alternative, he said "**we do not grow at anyone's cost**" and "we grow with the world and for the world," pointing to India supplying **20% of the world's generic medicines** and hosting **more than 2,000 global capability centres (GCCs)**.

**PIB and the PMO named no listed company in this address. Every mapping below is an inference from the sectors the PM himself cited, not a named award.**

| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| TCS, INFY, HCLTECH, WIPRO, TECHM, LTM | 🟢 Positive | ⚠️ inferred. The 2,000-plus GCC count is the government's own framing of India's position in the capability chain, and a chokepoint argument is an argument for diversifying delivery away from a single geography | 3/5 |
| SUNPHARMA, DRREDDY, CIPLA, LUPIN | 🟢 Positive | ⚠️ inferred. The PM explicitly cited India's 20% share of global generics as strategic weight rather than as an export statistic | 3/5 |
| HINDCOPPER, NATIONALUM, VEDL, MIDHANI | 🟢 Positive | ⚠️ inferred. Critical minerals named as a weaponised chokepoint is the clearest policy tailwind available to domestic mineral and specialty-metal producers | 2/5 |
| ANGELONE, PAYTM | 🟡 Watch | ⚠️ inferred. Payments are in the PM's chokepoint list, but India's payments plumbing runs through the unlisted NPCI, which leaves only indirect listed proxies | 2/5 |

## The Semiconductor Scorecard the "Techade" Phrase Rests On

The government's own numbers, cited alongside the forum, put the semiconductor programme at an inflection point — and they are worth separating from the announcement that created it.

- **Five assembly, testing and packaging (ATMP/OSAT) plants are now in commercial production**, involving **Micron**, and Indian firms **Kaynes**, **CDIL**, **Suchi Semicon**, plus **CG Semi**, an Indian-Japanese-Thai joint venture.
- **Seven further projects are approved**, including **Tata Electronics'** chip factory in Gujarat, built in partnership with Taiwan's **PSMC**. The first fab is scheduled to be commissioned in **2028**.
- India imported about **$150 billion** of semiconductors from FY17 to FY25, growing at a 23% CAGR. The domestic market is estimated at about **$50 billion in 2026**, projected at **$110 billion by 2030** and more than **$200 billion by 2035**, with more than **$20 billion** of government support pledged.
- **This is a milestone update, not a new approval.** Semicon 2.0 was cleared by the Union Cabinet on **July 15, 2026**, with a Rs 1,27,500 crore outlay across six pillars — design, machines and materials, more fabs, ATMP/OSAT, R&D and talent.

| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| KAYNES | 🟢 Positive | ✅ named. Kaynes Semicon is one of the five ATMP units already in commercial production, which moves it from approved project to revenue-generating capacity | 3/5 |
| CGPOWER | 🟢 Positive | ✅ named. CG Semi, its Indian-Japanese-Thai joint venture, is in the same commercial-production cohort | 3/5 |
| DIXON, AMBER, SYRMA, TATAELXSI | 🟢 Positive | ⚠️ inferred. The ecosystem build-out is a demand signal for listed electronics manufacturing and design services, but none of these was named in this cycle | 2/5 |
| MOSCHIP | 🟡 Watch | ⚠️ inferred. The design pillar is where a listed fabless Indian design house should benefit most, though the incentive flows through approved schemes rather than directly | 2/5 |

## What the Prime Minister Did Not Announce

Worth stating plainly, because the temptation runs the other way: **October 13 produced no new cabinet decision, no new PLI scheme, no procurement order and no named company award from the PMO.** The forum address was positioning — a pitch to foreign capital on the day the Finance Minister made the tax case to the same audience (covered in the Ministries edition).

That matters for how the day's Indian equity move should be read. The **Nifty rose 1.60% to 22,721.95** on October 13 and the **Nifty IT index rose 5.22%**, its biggest single-day gain since May 2025 — but the driver was **HCLTech's Q2 FY27 beat**, not the PM's speech. Attribution matters if you are going to act on it.

| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| HCLTECH, TCS, TECHM, INFY | 🟢 Positive | ✅ named. The sector's move on October 13 was earnings-led: HCLTech closed up 8.28% and TCS up 6.35% on results and bookings, with the PM's capability framing as background rather than cause | 4/5 |
| HAL, BEL, IRCON, RVNL | 🟡 Watch | ⚠️ inferred. The defence and infrastructure order books depend on procurement documents, and none were issued on this date; the MoD's roadmap signals are covered in the Ministries edition | 2/5 |

*Policy Pulse — Modi / India Govt. Rule applied throughout: where PIB or the PMO named no company, the mapping is marked ⚠️ inferred and scored down rather than presented as a confirmed award. No buy or sell recommendation is made — direction and confidence only.*
