Trade Ministry: the India-US BTA First Tranche Is Finalised, Waiting on the Tariff Advantage

The first tranche of the India-US Bilateral Trade Agreement has been finalised and is in legal drafting, Commerce and Industry Minister Piyush Goyal said on October 15 at the SRCC Centenary Conclave in New Delhi. Finance Minister Nirmala Sitharaman reinforced it the next day, telling the Atlantic Council on October 16 that she hopes the agreement is concluded "at the earliest."

The conditionality is the part that matters for exporters.

  • Goyal: the deal will be operationalised "once we get comparable advantage or competitive advantage over our peer countries" — a reference to securing tariff terms no worse than those facing Bangladesh, Vietnam and Indonesia in the US market.
  • US Ambassador to India Sergio Gor said at Bloomberg's New Economy Forum that "the big picture, the big framework, the big items are done," with negotiations moving at an "incredible pace."
  • Trade Secretary Rajesh Agrawal: "We anticipate closing the deal and signing the deal at the earliest possible time," noting parallel US work to reset its tariff structure and that outcomes under Section 301 will shape the signing date.
  • Wheat, rice, maize and soymeal remain excluded from tariff concessions, as do sensitive agriculture and dairy lines.
  • Goyal also confirmed the India-New Zealand FTA enters into force on October 20, after ratification by both sides.

The base facts: India's goods exports to the US rose 0.92% to $87.3 billion in FY 2025-26, imports from the US rose 15.95% to $52.9 billion, and the bilateral surplus narrowed to $34.4 billion from $40.89 billion. In April-August, exports to the US were $42.79 billion against $40.39 billion a year earlier.

The overhang is the Graham Act, signed September 18, which could carry duties of up to 100% on the five largest buyers of Russian energy. India's exposure attaches only to purchases knowingly made on or after October 18.

SUNPHARMA, DRREDDY, CIPLA, LUPIN, AUROPHARMA🟢 Positive⚠️ inferred. Pharmaceuticals are the largest single Indian export category to the US and the one where a tariff differential against competing suppliers is worth most per unit; the first-tranche text is the mechanism that delivers it3/5
WELSPUNLIV, TRIDENT, KPRMILL, PAGEIND🟢 Positive⚠️ inferred. Textiles are explicitly the category where India is competing against Bangladesh and Vietnam, which is precisely the comparison Goyal is conditioning signature on3/5
DIXON, AMBER, KAYNES, SYRMA🟡 Watch⚠️ inferred. Electronics assembly benefits from tariff stability rather than from a specific rate, and the excess-capacity Section 301 probe is the live risk to that stability2/5
TITAGARH, GESHIP🟡 Watch⚠️ inferred. Wagon and shipping exporters carry the same tariff-differential logic but a smaller US revenue base, so the sensitivity is real and the magnitude is not2/5
IOC, BPCL, HINDPETRO🔴 Negative⚠️ inferred. A Graham Act determination that bites forces refiners to substitute away from discounted Russian barrels into Atlantic-basin crude, which is an input-cost event independent of the BTA3/5

Defence: ₹4,106 Crore of Contracts, Led by a ₹2,563 Crore Dedicated IAF Satellite

The Ministry of Defence signed contracts worth ₹4,106 crore on October 15, reported on October 16, in a two-part package.

  • The ₹2,563 crore contract for GSAT-7C, a dedicated communications satellite for the Indian Air Force, was signed in New Delhi on October 15 with NewSpace India Limited, the commercial arm of ISRO. It was witnessed by A. Anbarasu, Additional Secretary and Director General (Acquisition).
  • The IAF has until now depended on shared transponder capacity. A dedicated satellite is intended to carry data and video between aircraft in flight and ground command centres, with encryption layers to reduce interception risk. It is being indigenously designed, developed and manufactured.
  • The Defence Acquisition Council granted in-principle approval in 2021, so the project has been in the pipeline for several years. The Navy's equivalent, CMS-03 / GSAT-7R, was launched on November 2, 2025.
  • Separately, the MoD signed a ₹586 crore contract with Pune-based Accurate Industrial Controls for auxiliary power units for T-72 and T-90 tanks. The Varunastra heavyweight torpedo programme is the second component of the October 15 package.

No listed company is named in the GSAT-7C release. The satellite is contracted to a public-sector space entity, so the mappings below are inferences from the programme category.

HAL, BEL🟢 Positive⚠️ inferred. A dedicated IAF communications backbone expands the install base these two supply into — airborne terminals, ground stations and encryption subsystems — even though neither is the prime3/5
DATAPATTNS, PARAS, ASTRAMICRO, MIDHANI🟢 Positive⚠️ inferred. Space-and-defence electronics and specialised materials are the layers where a ₹2,563 crore indigenous satellite programme generates sub-tier order flow3/5
BDL🟢 Positive⚠️ inferred. The Varunastra heavyweight torpedo is a Bharat Dynamics product line, making the second half of the October 15 package a named-programme revenue item3/5

SEBI Rewrites the Close: a 10-Minute Auction Session From December 7

The capital-markets regulator has revised the Closing Auction Session framework, with the circular issued on October 15 and reported on October 16. The changes take effect December 7, 2026.

  • The CAS runs from 3:30 pm to 3:40 pm on all trading days.
  • The order-entry window closes randomly between 3:38 pm and 3:40 pm, which is the structural defence against last-second manipulation of the closing print.
  • The post-close session in the cash market runs from 3:50 pm to 4:00 pm, with trades executed at the closing price of the securities.
  • The framework also changes equity derivatives trading cut-offs and the expiry-day settlement methodology.

The design intent is a closing price that is auction-derived rather than VWAP-derived. The reference price for a stock in CAS is determined from the VWAP of trades executed between 3:00 pm and 3:15 pm; where no trade occurs in that window, the last traded price is used.

BSE, ANGELONE, MOTILALOFS, IIFL🟢 Positive⚠️ inferred. A defined auction window plus a ten-minute post-close session creates incremental executable volume and a new price-discovery surface, which is the revenue base for exchanges and brokers3/5
CDSL, CAMS, KFINTECH🟡 Watch⚠️ inferred. Revised expiry settlement methodology changes clearing and record-keeping workflows at the depository and registrar layer, which is a processing-volume effect rather than a fee effect2/5
MCX🟡 Watch⚠️ inferred. The circular covers the equity cash and equity derivatives segments; extension of the same architecture to commodities is a plausible but unannounced follow-on2/5

Skill Development: ₹1,194.92 Crore Cleared for 25 ITI Clusters

The sixth National Steering Committee meeting of the PM-SETU scheme (Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs) approved ₹1,194.92 crore on October 16 for 25 Industrial Training Institutes across Maharashtra, Odisha and Jammu & Kashmir, in partnership with five industry players. Cumulative investment cleared under the scheme has now reached ₹3,687 crore.

  • Pune cluster — ₹241 crore with BVG India.
  • Kataka cluster, Odisha — ₹240.50 crore with the Tata Steel Foundation, comprising Government ITI Kataka as hub and ITIs at Choudwar, Paradeep, Jajpur and Dhenkanal as spokes.
  • Chhatrapati Sambhajinagar, Maharashtra — ₹238.01 crore with Belrise Industries.
  • Jammu — ₹240 crore with Eagle Infra India; Srinagar — ₹235.41 crore with Inderdeep Infra India.
  • Each cluster is a hub ITI plus four associated institutes. As of October 2026, 3,744 trainers have been trained under the scheme's Training of Trainers component.

TATASTEEL🟡 Watch✅ named. The Odisha cluster is implemented with the Tata Steel Foundation, giving the company a named presence in a ₹240.50 crore public skilling investment in its own operating geography3/5
LT, NCC, GRINFRA, HGINFRA🟡 Watch⚠️ inferred. ITI modernisation is construction plus equipment plus course development across 25 sites, and the ₹1,195 crore tranche is the kind of dispersed institutional building work that flows to mid-cap contractors2/5

RBI and the Rupee: a Sixth Straight Gain, and Reserves Down $8.58 Billion

The rupee closed 94.92 against the US dollar on October 16, up 7 paise — a sixth consecutive session of gains and its strongest weekly performance in seven months. It opened at 94.75, touched a high of 94.71 and a low of 95.06. On October 15 it had appreciated 18 paise to 94.99.

The supporting detail is the cost of that defence:

  • India's foreign exchange reserves fell $8.578 billion to $726.027 billion in the week ended October 9, per RBI data released on October 16.
  • The RBI has deployed approximately $75-80 billion through spot dollar sales and dollar-rupee swaps since its special measures took effect on June 8.
  • The measures announced on October 10 include a special dollar window for three state-owned oil marketing companies, tighter rules on rupee-linked foreign exchange derivatives, and a 20% Foreign Exchange Risk Reserve requirement on eligible transactions. The RBI clarified the scope of those rules on October 15 after they disrupted trading, and forward premiums have surged to multi-year highs.
  • Traders report unwinding of long USD/INR positions in the non-deliverable forward market, where the offshore rate has traded at a discount to onshore — unusual for a currency under pressure.

The counter-view is worth stating plainly: S&P Global Market Intelligence sees the rupee around 97 by end-2026, Mizuho sees 98 by late 2026 or early 2027, and neither rules out 100. Ambit Capital notes reserves are down $51 billion as of October 2 and that June's swap measures created forward dollar commitments of about $200 billion.

StockImpactReasonConfidence
HDFCBANK, ICICIBANK, AXISBANK, KOTAKBANK, SBIN🟢 Positive⚠️ inferred. A stronger rupee reduces the mark-to-market drag on unhedged foreign-currency liabilities and slows the pace of foreign equity selling, which is the larger swing factor for large-cap bank multiples3/5
IOC, HINDPETRO, BPCL🟢 Positive✅ named. The special dollar window meets their import requirements through the RBI rather than the spot market, which removes their marginal dollar demand from the price-setting flow3/5
GAIL, ONGC, OIL🟡 Watch⚠️ inferred. Dollar-linked realisations and a firmer rupee pull in opposite directions; the net effect depends on the denominator each one books against2/5
GESHIP, MUTHOOTFIN, MANAPPURAM🟡 Watch⚠️ inferred. Shipping revenue is dollar-denominated while gold-loan books are rupee-denominated, so a firmer rupee is a tailwind for the first and a margin question for the second2/5

The Primary Market: Jio, Bonfiglioli and Sahajanand

The pipeline is now the most heavily subscribed feature of the Indian market.

  • Jio Platforms has set its subscription window at October 21-23, with a price band of ₹1,065-1,119 and a record ₹30,213 crore raise at the top. Grey-market premium was ₹212 on October 15, implying about ₹1,331 a share. Listing is expected around October 28; the anchor book opens October 19.
  • Bonfiglioli Transmissions: a ₹2,533.66 crore 100% offer for sale at a band of ₹558-586, open October 15-19, lot size 25 shares. It was 48% subscribed on day one and about 67% by the second day, with a grey-market premium near 24%.
  • Sahajanand Medical Technologies: a ₹475.48 crore 100% OFS at ₹327-344, lot size 43 shares, open October 15-19, about 10% subscribed on day one.
StockImpactReasonConfidence
BSE, ANGELONE, MOTILALOFS, IIFL🟢 Positive⚠️ inferred. Three simultaneous live issues, one of them India's largest ever, is a direct listing-fee and brokerage-volume event concentrated in a single ten-day window4/5
CDSL, CAMS, KFINTECH, HDFCAMC, NAM-INDIA🟢 Positive⚠️ inferred. Every allotment creates new demat accounts and every listing adds index-eligible float, which is the volume base for registrars, depositories and asset managers3/5
RELIANCE🟡 Watch✅ named. Reliance is the selling shareholder of record; the ₹30,213 crore raise is a monetisation of a subsidiary rather than a change in the parent's own cash flows3/5
POLYMED🟡 Watch⚠️ inferred. Sahajanand Medical is a direct comparable in medical devices, and a successful peer listing re-rates the comparable set even though Sahajanand is loss-making on an OFS basis2/5

The Close: IT Lifts the Nifty a Second Day

Indian equities extended the recovery for a second consecutive session on October 16, despite opening in the red and weak global cues.

  • Sensex 74,729.27, up 413.66 points or 0.56%; Nifty 50 23,146.15, up 148.80 points or 0.65%; Nifty Bank 55,844.00, up 33.50 points or 0.06%.
  • Nifty IT was the top sector at +3.92% to 31,924.10 — its fourth consecutive session of gains, roughly 9% over the run. This is an earnings-led move, not a policy one.
  • Gainers: Tech Mahindra +8.48%, TCS +4.89%, Infosys +4.61%, Bharti Airtel, Mahindra & Mahindra. Tech Mahindra alone added roughly ₹11,000 crore of market value after reporting a 32.74% jump in September-quarter net profit.
  • Losers: InterGlobe Aviation -1.91%, BSE -1.90%, Max Healthcare -1.40%, Tata Consumer, Jio Financial.
  • Sectorally, IT, Metal, PSU Bank and Infra rose 1-2%; FMCG, oil and gas and pharma were the three indices in the red.
  • Single-stock news: IIFL Finance rose about 2% after a 103.7% year-on-year surge in Q2 profit; Mankind Pharma fell about 3% on plans to acquire a majority stake in Belgium-based Armed Cell Therapeutics B.V.

Disclosure note on figures. Two same-session sources differ slightly on the IT leaders' closing percentages — an intraday read had TCS at +4.61% and Infosys at +4.55%, against the closing-bell read of TCS +4.89% and Infosys +4.61%. The closing figures from the Times of India live blog are used above. Nifty and Sensex levels were consistent across Moneycontrol, the Times of India and Indian Economic Observer.

What to Watch

  • October 18 (Sunday) / October 19 — the Graham Act first implementation deadline. The only document that matters to India is the Section 113(g) notice to Congress; without it, no secondary tariff can lawfully attach, and India's exposure covers only purchases made on or after that date.
  • October 19 — India-New Zealand FTA enters into force; Jio Platforms anchor book opens; the SEBI debenture-trustee Regulation 9C separation deadline falls on October 27.
  • October 21-23 — Jio Platforms subscription; October 28 — expected listing.
  • October 22 — the CBP de minimis compliance date, which raises landed cost for low-value mail, textile and toy importers.
  • October 27-28 — FOMC. Market-implied October hike odds have fallen to roughly 13% from about 50% on October 14.
  • Monthly — AMFI mutual fund data is due around the 10th-12th; September SIP flows printed a record ₹32,297 crore and industry AUM ₹87.08 trillion.
