The India-US trade negotiation is no longer arguing about tariffs. It is holding an ask list, and as of this week the list is public. That shift matters more for equities than any of the percentages still under discussion, because an ask list can be mapped to companies.
First: "about as close as you can be without having an executed agreement"
Secretary of State Marco Rubio met External Affairs Minister S. Jaishankar in Mumbai on Tuesday, October 20, on his second India visit in under five months, and put the last mile in his own words: "We're very, very close. I would say we're about as close as you can be without having an executed agreement... I think there's a small number of items to wrap up, so I think that will happen shortly... hopefully I've got some good news to announce fairly soon, and perhaps the leaders can sign it thereafter."
The MEA readout is narrower and consistent with it: both sides "welcomed the progress made in negotiations on the India-US Bilateral Trade Agreement and reaffirmed their commitment to working towards its early conclusion."
The sequencing is now the catalyst. A Modi-Trump meeting is expected on the margins of the ASEAN summit in Manila next month, with the Prime Minister also due in the United States in December for the G20 leaders' summit. Rubio and Jaishankar meet again at the G20 foreign ministers' meeting in Atlanta later this month.
What is actually on the table
The State Department readout names the sectors, and this is the part the market has not priced because it is not a number:
- Defence. Rubio "commended recent progress in bilateral defence and civil nuclear cooperation" and "advocated for the increased purchase of US technologies and systems." Indian briefings add the substance: co-production in the air and sea domains, technology transfer as India's principal ask, and working out how the Make-in-India programme can be incorporated into India's defence purchases from America, alongside reduced reliance on Russian supply.
- Civil nuclear. Named in the same sentence as defence cooperation, with "recent progress" acknowledged. No detail was released.
- Energy. Increased US energy trade framed as supply-chain diversification. Rubio, at the Jamnagar refinery, on Venezuelan crude: "They can, and we'll talk about that tomorrow with Reliance. They've done so in the past. They have the capability to refine heavy crude."
- Trade. The Commerce Ministry's account of the interim framework covers textiles, leather, engineering goods and pharmaceuticals, with tariff concessions contingent on conclusion. India's merchandise exports to the US were $87.31 billion in FY 2025-26 against $53.45 billion of imports.
- Scale target. US Ambassador Sergio Gor has set over $500 billion of bilateral trade within three years, against a record $240 billion today.
- Mobility. Jaishankar raised people-to-people ties, which in practice means H-1B and visa governance. No concession has been offered on it.
What is not on the table. The Graham Act waiver Trump signed on October 16 imposes the duties and suspends them in the same order. Rubio described the 60-day window as time "to sort of analyse what imposing both sanctions and tariffs will mean" — discretion, revocable, not repeal. The USTR's Section 301 excess-capacity probe into India runs in parallel.
Rule 6 disclosure: no company was named by the MEA, the PMO, the White House or the State Department in connection with this negotiation. The mapping below is inference from sector exposure.
| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| RELIANCE | 🟢 Positive | ✅ named. Rubio named Reliance and Jamnagar specifically on Venezuelan heavy-crude refining — the only company named by a principal anywhere in this visit | 4/5 |
| HAL, BEL, BDL | 🟢 Positive | ⚠️ inferred. Air-domain co-production and interoperability are the explicit US ask; BEL's radar and counter-drone lines and HAL's platform programmes are where a "Make-in-India inside a US purchase" template lands first | 3/5 |
| MAZDOCK, GRSE, COCHINSHIP | 🟡 Watch | ⚠️ inferred. Sea domain is named, but US submarine or surface co-production is a decade-scale item that will not re-rate on a communiqué | 2/5 |
| LT, BHEL | 🟢 Positive | ⚠️ inferred. Civil nuclear is the one line in the readout with a clean domestic capital-goods mapping; BHEL is the only listed Indian supplier of nuclear island equipment at scale | 3/5 |
| SOLARINDS, DATAPATTNS, PARAS, ASTRAMICRO | 🟡 Watch | ⚠️ inferred. Munitions, optronics and radar sub-tier — beneficiaries of volume, not of signature | 2/5 |
| WELSPUNLIV, TRIDENT, KPRMILL | 🟢 Positive | ⚠️ inferred. Textiles are the first sector named in the Commerce Ministry's list of what the BTA covers. The unresolved item is the preferential edge over Vietnam, Bangladesh and Thailand, which decides whether this is a re-rating or a relief rally | 3/5 |
| SUNPHARMA, DRREDDY, CIPLA, LUPIN | 🟡 Watch | ⚠️ inferred. Pharmaceuticals are named, but Indian generics already carry the Section 232 exemption, so the incremental here is smaller than the headline implies | 2/5 |
| IOC, BPCL, HINDPETRO, GAIL, PETRONET, ONGC, OIL | 🟡 Watch | ⚠️ inferred. A shift toward US crude and LNG is a sourcing mix change, not a volume event — and at Brent $116 the landed cost dominates everything else in the model | 2/5 |
| TCS, INFY, HCLTECH, WIPRO, LTM, COFORGE, PERSISTENT | 🔴 Negative | ⚠️ inferred. Mobility is the one item on the list with nothing offered in return. The demand-side confirmation arrived after the close on Friday: Infosys cut FY27 constant-currency growth guidance to 1-2% from 1.5-3% | 2/5 |
| TMPV, TMCV, MARUTI, MOTHERSON, BHARATFORG, APOLLOTYRE | 🟡 Watch | ⚠️ inferred. Auto and components are the most exposed to the residual tariff stack and the least represented on the ask list | 2/5 |
The Prime Minister's own day was ceremonial
Two leader-level calls, neither of which carries a stock inference, and it is worth saying so rather than inflating them.
Israeli Prime Minister Benjamin Netanyahu telephoned on Thursday, inviting Modi to light a torch at Israel's Independence Day celebrations alongside Captain Smit Machchhar, the Flydubai pilot who averted a crash on September 30. The PMO statement says the two leaders "welcomed the continued progress in India-Israel relations," reaffirmed the Special Strategic Partnership and exchanged views on West Asia, with Modi reiterating that dialogue and diplomacy remain the way forward.
The PMO also posted on Friday that UAE's Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes' Affairs, met the Prime Minister on the sidelines of the NDTV World Summit — a meeting held on October 22 and disclosed the next day.
There was no fresh cabinet decision on Friday. PIB's Cabinet listing still tops out at the October 14 approvals: continuation of the National Social Assistance Programme for 2026-27 to 2030-31 at ₹53,428 crore, and a productivity-linked bonus of 78 days for railway employees.
The tape did not wait for the signature
Defence names were among Friday's weakest in the Nifty 50, with HAL among the top losers on a day when the index fell 0.39% to 22,600.00 and every sectoral index closed red. That is the honest read on a diplomacy story: the market is trading crude at $116 and a US 10-year near 5%, not a communiqué from Mumbai.
The trade deal is the largest single re-rating candidate on the Indian calendar between now and December. It is also the one where the signable version and the announced version may differ, and where the waiver that removed the immediate tariff threat can be withdrawn at the President's discretion.
Nothing here is a recommendation. Direction and confidence only.
