CCEA Approves Eight Railway Multi-Tracking Projects Worth Rs 20,804 Crore (Sep 9)
The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, on Wednesday September 9 approved eight railway multi-tracking projects with a combined estimated cost of Rs 20,804 crore across nine states — adding roughly 1,196 km of new line capacity. PM Modi hailed the decision, saying it will "ensure stronger connectivity, faster passenger movement and lower logistics cost." Railway Minister Ashwini Vaishnaw framed it as part of the four-laning/quadrupling programme on the seven high-density corridors plus future-traffic routes.
Tranche 1 — three coal-belt fourth-line works, Rs 10,783 crore (~656 km; +27 MTPA freight):
- Kharagpur–Jharsuguda (Bagdehi) fourth line; Katni–Pendra Road fourth line; Bilaspur (Uslapur)–Pendra Road third line. Cover 14 districts across West Bengal, Jharkhand, Odisha, Madhya Pradesh and Chhattisgarh.
Tranche 2 — five southern corridor works, Rs 10,021 crore (~540 km; +47 MTPA freight):
- Arakkonam–Renigunta 3rd/4th line (77 km), Whitefield–Bangarapet 3rd/4th line (47 km), Hosur–Omalur doubling (147 km), Salem–Karur–Dindigul doubling (159 km), Secunderabad (Ghatkesar)–Kazipet multi-tracking (110 km) — across Tamil Nadu, Andhra Pradesh, Karnataka and Telangana.
The projects are planned under the PM-Gati Shakti National Master Plan, target coal/cement/iron-and-steel/container/auto/food-grain freight corridors, and are expected to save ~20 crore litres of oil imports and cut CO2 by ~104 crore kg per the government's estimates.
The Cabinet release names no listed company. The mappings below are inferences from who executes and benefits from rail multi-tracking work (Rule 6 flag: all ⚠️ inferred).
| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| IRCON / RVNL | 🟢 Positive | Core rail construction/execution agencies for track-doubling and new-line works; RVNL is the named executing arm for corridor projects | Medium (inferred) |
| LT / RITES | 🟢 Positive | L&T takes large rail EPC packages; RITES does consultancy on corridor projects under Gati Shakti planning | Medium (inferred) |
| JWL / TITAGARH / HBLPOWER | 🟢 Positive | Wagon and rail-ancillary demand follows corridor freight capacity additions (+74 MTPA combined) | Medium (inferred) |
| TATASTEEL / JSWSTEEL | 🟢 Positive | ~1,200 km of rail work = incremental long-rail steel demand over the construction cycle | Low-Medium (inferred) |
Why This Matters Now: Infra Push Running Against a USD 100 Oil Shock
The approval lands on a day when crude's breach of USD 100 and a 34-paise rupee fall to 95.08 dragged the Sensex -813 (-1.08%) to 74,764 and Nifty -204 (-0.86%) to 23,431 — a three-month low. Sustained capital-goods approvals are the government's counter-cyclical cushion: they defend the domestic EPC/order-book narrative while external (oil, Fed) risks cap the market's multiple. Rail capex is also a direct logistics-cost reducer, partly offsetting the fuel-import bill the current oil shock imposes.
Forward Policy Catalysts (Modi)
- Sep 12-13 — 18th BRICS Summit, New Delhi (India chairs; Bharat Mandapam) — watch for local-currency settlement and connectivity announcements; the 57th GST Council was moved to Oct 7 because of the clash.
- Sep 16-17 — SEMICON India 2026: PM Modi hosts a global-CEO roundtable Sep 16 and inaugurates the event Sep 17 at Yashobhoomi — forward catalyst for DIXON / AMBER / KAYNES / CGPOWER / MOSCHIP (inferred).
