Modi Opens Rs 13,000 Crore of Tamil Nadu Projects, Led by a Metro Stretch and a Refinery Unit
On October 11, at IIT Madras in Chennai and alongside Tamil Nadu Chief Minister C. Joseph Vijay, the Prime Minister inaugurated, dedicated and laid foundation stones for projects worth over Rs 13,000 crore spanning metro rail, highways, railways, ports, petroleum and research. PIB names one listed company: Chennai Petroleum Corporation Limited (CPCL). Every other company mapping below is an inference from the contractor and supplier base, not a named award.
- CPCL (named): the Prime Minister laid the foundation stone for the Group II/III Lube Oil Base Stocks project at CPCL's Manali refinery, estimated at about Rs 1,620 crore with 270 thousand metric tonnes per annum of capacity, producing base stocks for premium lubricants and reducing lube imports.
- Metro rail: the Poonamallee-Vadapalani stretch of Chennai Metro Phase II, built at about Rs 4,900 crore, was inaugurated — a 3.7-km double-decker structure with signalling designed to support driverless operations.
- Highways, about Rs 3,700 crore: the 36-km four-laned Vadugapatti-Therkuvenganallur section of NH-744, the 30-km four-laned Madurai Ring Road on NH-744A, and the foundation stone for the four-lane Thiruvarur bypass on NH-83.
- Railways, over Rs 750 crore: the Karaikal-Peralam line and three rail flyovers around Coimbatore, plus five redeveloped Amrit Bharat stations at Palani, Vellore Cantonment, Ambasamudram, Paramakkudi and Namakkal.
- Ports: four projects at Chennai Port (a paved storage yard, four EXIM godowns, an upgraded cruise terminal, a seafarers' club), eight projects at V.O. Chidambaranar Port in Thoothukudi, the Coal Berth-3 at Kamarajar Port, and the foundation stone for capital dredging for Container Terminal Phase-I, Stage-II.
- Research: the Sudha Gopalakrishnan Brain Centre at IIT Madras, a mission to map more than 100 human brains into cellular-resolution 3D atlases, and the C-STROKE ischaemic-stroke atlas.
The Prime Minister's framing was cumulative rather than project-specific: the metro network has gone from about 250 km in 2014 to over 1,100 km across 25 cities, against five cities then, and defence exports have grown fifty-fold. He also said a decision to invest about Rs 17,000 crore has been taken to turn Thoothukudi's VOC Port into a world-class mega container and green-energy hub. Chief Minister Vijay used the platform to seek early approval for Chennai Metro Phase III — airport to Kilambakkam, Poonamallee to Sunguvarchatram, and Koyambedu to Pattabiram. That is a request, not an approval.

|---|---|---|---|
| CHENNPETRO | 🟢 Positive | ⚠️ named. CPCL is the only listed company named in the release: the Rs 1,620-crore, 270 TMTPA lube base-stock unit is its own capex and substitutes imports | 3/5 |
| LT, IRCON, RVNL, RITES, NCC, KNRCON, GRINFRA, PNCINFRA | 🟢 Positive | ⚠️ inferred. The metro, highway and rail packages are the classic listed EPC and railway-contractor award pool, though Chennai Metro Rail and the port trusts themselves are unlisted | 3/5 |
| ULTRACEMCO, AMBUJACEM, DALBHARAT, SHREECEM, TATASTEEL, JSWSTEEL | 🟢 Positive | ⚠️ inferred. The Prime Minister himself drew the link to cement, steel and equipment demand from construction, which is the second-order read on a Rs 13,000-crore project book | 2/5 |
| ADANIPORTS, JSWINFRA, CONCOR, GESHIP, GRSE, COCHINSHIP | 🟢 Positive | ⚠️ inferred. Chennai, VOC and Kamarajar port capacity additions plus the Thoothukudi mega-hub plan are volume-positive for listed port operators, logistics and shipbuilders | 2/5 |
| SIEMENS, THERMAX, KEC, HAVELLS, POLYCAB | 🟢 Positive | ⚠️ inferred. Rail electrification, metro systems and port electricals pull from the listed capital-goods and cables pool | 2/5 |
| IRFC | 🟢 Positive | ⚠️ inferred. Metro and railway capex is funded through the railway finance channel, and IRFC was among the day's gainers | 2/5 |
One Year of the Dhan-Dhaanya Krishi Yojana — an Anniversary, Not a New Scheme
The Prime Minister Dhan-Dhaanya Krishi Yojana marked its first year on October 11. To be precise about what is new: the scheme is not new. It was approved by the Union Cabinet on July 16, 2025 for six years from 2025-26, covering 100 districts selected on low productivity, low cropping intensity and low irrigation. What the anniversary produced is a scorecard: the average score of the 100 districts across six objectives rose from 18.85 in April 2026.
- The scheme's instruments are conventional — seed and input access, credit, storage and market linkage in the weakest agricultural districts — so the read-through is to input suppliers, mechanisation and irrigation rather than to any single award.
| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| COROMANDEL, UPL, CHAMBLFERT, RCF | 🟢 Positive | ⚠️ inferred. District-level intensification in low-productivity blocks lifts fertiliser and crop-protection volumes, which is the direct input channel of the scheme | 2/5 |
| M&M, ESCORTS, VSTTILLERS | 🟢 Positive | ⚠️ inferred. Higher cropping intensity in the 100 districts is a mechanisation and tractor-demand channel | 2/5 |
| JISLJALEQS, KRBL, LTFOODS | 🟡 Watch | ⚠️ inferred. Irrigation coverage and post-harvest linkage are the scheme's weak links, so the beneficiaries are spread across micro-irrigation, processing and staples | 2/5 |
The Blue-Economy Ask, and What Is Still Only a Pledge
Alongside the Chennai projects, the Prime Minister tied the coastal package to the PM Matsya Sampada Yojana — modernisation of the Chennai fishing harbour, a state seaweed park, landing centres, cold-chain facilities and Kisan Credit Card working capital for fishermen.
| Stock | Impact | Reason | Confidence |
|---|---|---|---|
| AVANTIFEED, WATERBASE | 🟡 Watch | ⚠️ inferred. Aquaculture feed is the listed touchpoint for a fishing-harbour and cold-chain package; the delivery vehicles are largely state agencies and the credit flows through the Kisan Credit Card channel | 2/5 |
